Planning Department
Overview & Responsibilities
The Planning Department is committed to assisting developers, property owners, citizens, and business owners in developing and building quality developments in the City of Rosenberg. It also administers the Subdivision Ordinance of the City of Rosenberg and works to ensure the health, safety, and welfare of citizens and property by regulating the development of land within the City Limits of the City of Rosenberg, and in certain cases, within the extraterritorial jurisdiction (ETJ) of the City of Rosenberg.
The Planning Department is responsible for processing and reviewing applications for subdivision plats, land plans, and variance requests to the regulations of the Subdivision Ordinance, and other related development applications. The Planning Department makes recommendations to the Planning Commission and City Council on various planning, development, and other land development activities. Planning works closely with the City Engineer on the processing and review of subdivision plats and other development-related activities.
What is Planning?
Per the American Planning Association (APA), Planning, also called urban planning or city and regional planning, is a dynamic profession that works to improve the welfare of people and their communities by creating more convenient, equitable, healthful, efficient, and attractive places for present and future generations. Planning enables civic leaders, businesses, and citizens to play a meaningful role in creating communities that enrich people's lives.
Good planning helps create communities that offer better choices for where and how people live. Planning helps communities to envision their future. It helps them find the right balance of new development and essential services, environmental protection, and innovative change.
Location & Contact
The Planning Department is housed in the City Hall Annex building, located at the corner of 4th Street and Main Street, and may be contacted at 832-595-3500. The City Engineer, Charles Kalkomey, PE, Registered Professional Land Surveyor (RPLS), does not have an office at the City Hall Annex Building, however, he may be contacted through the Planning Department by calling their number.
