City Manager Report – FY2025 | Quarter 4
The City of Rosenberg is pleased to share the highlights and accomplishments from the 4th Quarter of 2025 (July, August, September). City departments have been working diligently to enhance services, improve infrastructure, and strengthen connections with our residents.
🐾 Animal Services
- Animal Services continued their mission to provide compassionate care and find loving homes for animals in need with 152 adoptions and 10 adoption events.

- Public Services Complex – Design is 95% complete
- 4th Street Extension – Design is 95% complete
- Seabourne Creek Entrance Road at FM 2218 – Design is 60% complete

⚖️ Code Compliance
- Launched new MGO software offering a more user-friendly, efficient and streamlined experience for permitting, inspections, contractor registrations and contractor registration renewals.
📣 Communications Department
- Website
- Launched a new City website in August featuring improved accessibility, a modern design, and user-friendly navigation.
- City Special Events
- This quarter’s events brought the community together for fun and celebration at:

- Food Truck Festival

- Discover Downtown Rosenberg
- Installed a new 1883 sign in Water Tower Square, celebrating Rosenberg’s rich history and heritage.
- Volunteer Program
- The City’s Volunteer Program continues to grow, with a 27.54% increase in approved volunteers this quarter. Volunteers contributed over 140 hours, saving the City $4,251.25. Five volunteer projects were completed, focused on special events and park clean-ups.
🚒 Fire Department
- Hosted the Emergency Services Complex Groundbreaking Ceremony on July 29, marking an important milestone in expanding public safety infrastructure.
- Vogelsang Building Fire: On Aug. 11, Fire Rosenberg Department responded to a fire at the Vogelsang Building in Historic Downtown Rosenberg. Several other agencies including Beasley, Community, ESD 48, Fort Bend County EMS, Fulshear-Simonton, Katy, Missouri City, Needville, Pearland, Richmond, Stafford, Sugar Land, Westlake and Willowfork worked alongside our department to safely extinguish the fire.
🌳 Parks Department
- Trimmed all trees at Brazos and Sunset Parks.
- Added a new pier at Seabourne Creek Nature Park in partnership with the Texas Master Naturalists.
- Converted Ballfield #1 at the Seabourne Creek Sports Complex from a dirt infield to a sodded infield, improving usability and appearance.
🗺️ Planning Department
- The GIS Division created and published a public utilities map for easier access to infrastructure data.
- Digitized 57 years of easements (1967–2024).
- Began the public engagement phase of the Comprehensive Plan Update by meeting with elected officials, focus groups, and stakeholders to gather input.
👮 Police Department
- The Rosenberg Police Department achieved re-accreditation through the Texas Best Practices Accreditation Program, reaffirming the department’s commitment to professionalism, transparency, and public safety.
💧 Utilities Department
- Reduced water distribution system losses by more than 16%, lowering chemical, electrical, and operational costs.
- Converted all fire hydrants and contractor meters to the AMI water metering system.
- Replaced 17% of old water meters as part of the ongoing meter replacement program.
