Rosenberg Comprehensive Plan Update | 2025-2026

The City of Rosenberg has secured a grant through the Texas General Land Office’s Community Development Block Grant (CDBG) Resilient Communities Program (RCP) to develop a forward-looking Comprehensive Plan that integrates hazard mitigation and amends the Unified Development Code.

A Comprehensive Plan provides a shared, community-derived vision for the City and the Extra Territorial Jurisdiction and ensures sustainable, resilient, and balanced development. It guides future land use, infrastructure, and mobility decisions while enhancing financial planning and policy development. It also positions the City to align with state and federal resilience priorities and strengthens eligibility for grants and funding opportunities. As a dynamic tool, the plan allows for continuous assessment and monitoring, enabling proactive, practical implementation strategies that adapt to changing needs and conditions. Ultimately, it lays the foundation for a coordinated, forward-thinking approach to development and resource management.

The City's current Comprehensive Plan was adopted in 2015.
